They used to have a lot of apprentice positions for many skills. The worker started out at low pay doing the jobs that the older people shunned to see if the person could "cut it" during a probationary period, then the person would recieve periodic minor pay increases for the first two years or so, then the the pay would jump quickly after that. Those programs were very successful. Those opportunities seem to have all but disappeared.
